The Rwanda Development Board (RDB) has hosted a delegation from Liberia to share experiences on Rwanda’s development journey, investment promotion strategies and business reforms aimed at creating a favourable environment for investors.
The delegation, led by Edward K. Mulbah, Liberia’s Deputy Minister for Local Government and Decentralisation, was received on the morning of October 21, 2026, by RDB Deputy Chief Executive Officer Juliana Muganza.
The meeting provided an opportunity for Rwanda to showcase key reforms and institutional mechanisms that have contributed to improving the business environment, attracting investment and supporting economic development.
Discussions focused on Rwanda’s investment promotion framework, the role of the One Stop Centre in streamlining business and investment-related services, and the contribution of Special Economic Zones in facilitating investment, promoting industrial development and creating opportunities for businesses.
Rwanda’s experience in implementing business reforms and coordinating investment-related services offered an opportunity for the Liberian delegation to gain insights into approaches that could inform its own development and decentralisation efforts.
Speaking on the importance of the exchange, the meeting highlighted the value of sharing practical experiences and policy approaches that can help African countries strengthen their investment climates, improve public service delivery and accelerate economic transformation.
Although countries have different development priorities, Rwanda’s approach to facilitating investment through institutional coordination, simplified procedures and dedicated investment infrastructure provides lessons that may be adapted to other national contexts.
The engagement also underscored the importance of cooperation among African countries in exchanging knowledge, strengthening institutional capacity and identifying effective strategies for sustainable development.
**The aim of the visit** was to learn from Rwanda’s experience in investment promotion, business reforms and investment facilitation, particularly through mechanisms such as the One Stop Centre and Special Economic Zones, with a view to informing Liberia’s own development initiatives.
The meeting reflects the broader importance of South-South cooperation in enabling African countries to share home-grown solutions, strengthen economic governance and create an environment conducive to private-sector growth and investment.
Through such engagements, Rwanda continues to provide a platform for exchanging development experiences and exploring approaches that can support investment-led growth across the continent.
