Rwanda Dismisses 123 Public Servants as 386 Face Disciplinary Action

A total of 123 public servants were dismissed in Rwanda during the 2025/2026 fiscal year, as authorities took disciplinary action against 386 employees over various workplace offences, according to the National Public Service Commission.

The figures were presented to a joint sitting of both chambers of Parliament on Wednesday by the commission’s acting chairperson, Barnabé Sebagabo Muhire.

Failure to perform official duties properly was the most commonly reported offence, affecting 113 employees, followed by abandoning work, which accounted for 58 cases.

The commission also recorded 46 cases involving embezzlement or misuse of state property and 34 cases of absence from work without permission.

Of the 386 public servants disciplined, 91 received reprimands, while others were suspended without pay for periods ranging from one to three months. The commission did not disclose the specific offences that resulted in the 123 dismissals.

The figures indicate that dismissals accounted for approximately 32% of all disciplinary cases, while reprimands represented about 24%.

Beyond employee misconduct, the commission highlighted irregularities in public service recruitment. These included the appointment of candidates who lacked the required academic qualifications, examination malpractice and discrepancies between names on academic certificates.

The findings underscore concerns over accountability, professional conduct and compliance with recruitment standards in Rwanda’s public service.
